The Katilingbanong Pamahandi sa Mindanaw Foundation Inc. (KPMFI) is registered with Securities and Exchange Commission (SEC) on October 17, 2006 and recognized non-government organization (NGO) based in Gingoog City, Misamis Oriental, Philippines. KPMFI is an institution that has been conceptualized by the leadership of Balay Mindanaw Foundation, Inc. (BMFI) after seeing the need for an institution that will focus on social enterprises. It is also considered as one of the innovations of BMFI’s area based development work for the last 12 years.
The formation of KPMFI are anchored to the following context:
- It is an integral part of BMFI’s SIAD work as realized when implemented the SIAD Program;
- Putting value from the existing initiatives (SIAD-COCOBREAD);
- Taking-off from the strength of the livelihood projects of the partner communities in the last six (6) years (i.e community production, processing and marketing, etc.); and
- How to ensure that “small victories and gains” achieved by the partner People Organizations (POs) and partner barangay and local government units will be protected and enhanced to grow stronger as the vehicle towards development and become a foundation for building sustainable peace in the partner communities.
KPMFI is a member of Balay Mindanaw Group of NGOs since 2006. Its vision is anchored with Balay Mindanaw Conceptual Framework which is Kaangayan, Kalambuan, Kalinaw sa Mindanaw, sa Pilipinas, sa Kalibutan (Equity, Development and Peace for Mindanao, for the Philippines as for the World).

Though, KPMFI, as an independent organization with Balay Mindanaw, it has also developed its own vision, which is a Mindanao-based NGO with big dreams for its partner communities under the BM Group, with a passion to revolutionize production technologies and contributing to market reforms thus making it accessible to the poor.
Mission
As a social enterprise organization, KPMFI has revised its mission into: “Helping transform enterprising poor households to become resilient entrepreneurs”.
In ten years since KPMFI inception, it has evolved into a credible non-government organization specializing in social enterprise in Mindanao with staff that has been trained and honed to be experts in social enterprise development and management. The capacity of KPMFI has transcended towards skills directed at multiple facets of social entrepreneurship. It has created different units for the implementation of specific social entrepreneurial skills namely, Partnership Building, Community Driven Enterprise Development (CDED/LED), and Social Enterprise Franchising Unit. It has been the leading organization in innovation and leadership of community service such as community social enterprise, business model development and establishment of Play for Peace and its membership with PhilSEN networks.
Below are significant accomplishments for the past years:
- Monitored the progress of its own work and that of its partners for purposes of learning, as well as achievement;
- Recognized the necessity and opportunity for leadership development at both community and staff levels;
- Community-based work with MLGU, PLGU and Peace Building;
- Capacity Building programs for partner POs and LGUs on sustainable enterprises;
- Engaged into market development and linkages both for mainstream and niche markets;
- Business Development Service to communities and partners institutions; and
- Invested on Research and Development Projects in the region.
Program Context and Situation
The strategic period of three years will be marked by many significant transitions and developments in the society, government and economy of Mindanao, Philippines. Because of the pace of change, KPMFI strategic scanning will be updated every six (6) months. An annual review will be conducted on assessing the performance deliverables. In September 2016, it has identified four (4) major program factors that would affect the strategic direction of the organization.
- Renewed efforts in the peace process, community consultation in relation to GPH-CPP NPA, MILF and other armed group Peace Agreement;
- Peace with Communists (Peace consultations at the regional level i.e. in Davao region, Caraga, Region X and ARMM);
- Even in the best-case scenarios, “peace dividend” will arrive slowly for poor and marginalized women and men, especially those living in conflict-affected areas, and they will be reliant on non-government service providers for at least the period of this strategy.
- Focus on social enterprise in all areas focused by Balay Mindanaw Group of NGOs. KPMFI will enter when the community social preparation has been established or has formed group ready to engage into social enterprise.
Impacting on these factors has identified trends and event for the strategic period will be significant in the program environment.
- The 10-pooint priority agenda of the new administration focus on war on drugs, corruption, poverty, etc.;
- The impact of increasing investment flows on the people and natural resources in program areas;
- The on-going destruction of natural environments in particular the impacts of changing climate;
- The growing importance of regional actors and factors for the development of Mindanao;
KPMFI has introduced two significant changes in its work;
- KPMFI has moved towards a more strategic, partner focused approach.
- KMPFI has made a strategic decision to concentrate its activities in areas where BMFI is working in Mindanao.
Program Area/Location:
KPMFI has a total of 126 barangays,11 municipalities and 7 provinces are covered in the program areas in Mindanao. KPMFI will focus its development work in 6 strategic sites namely Bukidnon, Lanao del Sur, Maguindanao, Basilan, Misamis Oriental, North Cotabato and Surigao del Sur. At the same time, KPMFI will work in areas affected by natural and man-made disaster based on the selection criteria identified in the humanitarian strategy of Balay Mindanaw.
Program Scope and Scale:
In the duration of three (3) year period from 2017 to 2020, KPMFI will continue to focus its development work in 6 major provinces in Mindanao with an annual program budget of PhP50 million or USD One million dollars. KPMFI will be equipped with highly skilled 10 9Ten) staff largely based in Cagayan de Oro and Gingoog City (other areas will be channeled thru BMFI field offices).
During the span of three (3) year period, KPMFI will improve its program and services on local enterprise development to transform enterprising poor households to become resilient entrepreneurs. It will also increase its learning capacity and build capacity on entrepreneurship to potential individual business-oriented leaders and improve model of engagement on social enterprise franchising in target areas. KPMFI will significantly expand its national level networks and stronger engagement with regional networks such Social Enterprise Network/movement in Mindanao.
