Communication is crucial. Internally, everyone should have a clear idea of the big picture, and a clearer idea of his\/her role. Bilateral (or one-on-one) arrangements and decisions have to be communicated to the whole group at all times. Externally, we have to communicate our work and our concerns (emails, website, fb, etc.). This is not propaganda, but an exercise in transparency and accountability. We believe that it is our duty to keep all our donors, supporters, and the stakeholders in general properly informed.This update has three parts:
\nI. Our Disaster Response Strategy and Immediate Plan

As we enter the second week of our disaster response work in Davao Oriental, we have finally come up with our clearly defined strategy in consultation with our on-the-ground partners – the Incident Command Post (ICP) headed by Col. Khris Mortela, the Disaster Aid International (DAI), and after an on-site consultation with Barangay Chairperson (village chief) Mera Adlawan-Ching and other key officials and the residents of Barangay Ban-ao, Baganga, Davao Oriental.<\/p>\n

Our strategy: Helping Re-Build Resilient Communities through Barangay (village)-Based and Barangay-Focused Disaster Response Work in Davao Oriental.<\/p>\n

The first key intervention will be helping the survivors set up their own tent community as a temporary emergency shelter while they reconstruct or repair their damaged houses. This community will be the focus of our delivery of relief, rehabilitation, psycho-social and other assistance.<\/p>\n

The main idea is to focus our resources on one barangay (Brgy. Ban-ao) at a time instead of spreading them to all the 42 barangays of the three hardest hit municipalities at the same time. After all, barangay-based and barangay-focused development, disaster response and peacebuilding work is one of our key strengths. Instead of treating the survivors as mere recepients of aid, they are considered as the key stakeholders in the difficult task of community (re)building. The intervention will try to cover the whole range of community needs: from organizing to provision of basic needs of food, water, medicines, etc.<\/p>\n

We operate with very limited resources just like the many other individuals and groups that are responding to the disaster. Thus, we do not intend to respond to every need, everytime and everywhere. Complementation through community-based collaboration and cooperation is therefore a necessity – with small parts contributing to the whole.<\/p>\n

Key Activities:
\nInitial assessment and replanning on-site: December 15<\/p>\n

Ban-ao Barangay\/Village Assembly for consultation and participatory planning: December 16, starting 8am<\/p>\n

Ground clean-up, temporary tent community site preparation: December 16 – 17<\/p>\n

Arrival of tents and life boxes, start of tent installation: December 18 – 22<\/p>\n

Opening and inauguration of the Ban-ao Tent Community: December 23<\/p>\n

Notes:<\/p>\n

1. Beginning today (December 15), all relief goods\/assistance through Balay Mindanas will be delivered to Barangay Ban-ao in close coordination with ICP-Baganga.<\/p>\n

2. We will also continue implementing our disaster response plan in Surigao del Sur and Agusan del Sur with our local partners there.<\/p>\n

II. Summary of DR Actvities:<\/p>\n

13 December 2012:
\n1. Debriefing of Team Balay Mindanaw who went to Bagangga on Dec 12
\n2. Welcomed and accompanied Disaster Aid International (DAI) \u2013for ocular visit and assessment of situation
\n3. Purchase of Additional Food Items 5 boxes -49 packs (3 sardines, 5 noodles)
\n4. Inventory and Repacking goods and medicines from various donors.<\/p>\n

14 December:
\n1. Early morning jump-off from San Frans in Agusan to Davao Oriental with Team Energy people to distribute the repacked relief goods (food packs, water, and medicines) to ICP Bagangga while Solar Kits and Solar Lanterns to each of the ICP in Boston, Cateel and Bagangga.
\n2. Meeting of Balay Mindanaw and Disaster Aid International (DAI) with ICP-Bagangga head, LTC Kris Mortela on the possibility of piloting 1 affected barangay in setting up tents (with life boxes) as temporary shelters.
\n3. Received goods delivered from BM Command Center in CDO and repacked the following:
\na. the 50 1packs (esch pack includes 1blanket, 1face towel, 1mosquito net and 5 underwares)
\nb. 8 cuts of tarp (10 meters per cut)
\nc. 39 kilos of used clothing
\nd. 3 boxes of medicines
\n4. Got commitment of Dr. Cagape (who came from another medical mission in Compostella Valley to do medical mission in Bagangga from Dec 15 onwards.<\/p>\n

15 December:
\n1. Took from ICP-Baganga at 6am for on-site consultation with Barangay Chair Mera Adlawan-Ching and the residents of Barangay Ban-ao. The results of the consultation is contained in the first part of this update on Strategy and Plan.
\n2. Another BM Team arrived in Baganga with Dr. Cagape, and immediately conducted medical mission.
\n3. BM DR Temporary Coordination Post set up at 67IB HQ.<\/p>\n
