August 12-14—Cagayan de Oro City.\u00a0 Key stakeholders from Barangay Pagatpat gathered for a 3-day Participatory Barangay Development Planning Workshop last August 12-14, 2014. Participated by various groups, which includes the Barangay Council, academe, youth, transport group, farmers, interfaith, women\u2019s group, person with dis-abilities and senior citizen, the 35 sectoral representatives, led by Hon. Achilles Babaran, the Punong Barangay of Pagatpat, constituted the Barangay Development Council (BDC), who for the first time were able to meet and discuss the priority peace and development issues of the barangay.<\/p>\n

The 3-day workshop started off with a discussion on the local governance and the barangay, stressing on the importance of having an inclusive community development plan. In particular, it focused on the planning approach called Participatory Rural\/Resource Appraisal (PRA), a participatory process that analyzes the situation and the actual conditions of the barangay based on the information gathered by the people. One major thesis of the PRA is that all the people and participant to the process are resource persons and needs to be heard.<\/p>\n

Everyone was excited and happy when each one was asked to share about their dreams for their community. Some of the key words that formed the vision statement were: Progressive, United, Peaceful, Competitive, Clean and Orderly Community. The vision setting was one of the highlights of the activity. \u201cTungod ani midako akong pagdamgo alang sa barangay, shared by one Purok Chairperson.<\/p>\n

The planning workshop highlighted with the presentation of wonderfully crafted programs and projects on disaster preparedness, youth development, leadership trainings for the barangay officials and peoples\u2019 organizations, and many others that were drawn out from the participants\u2019 analyses to address the issues on governance, environment, agriculture, economics, health and education, and peace and order and public safety.<\/p>\n

\u201cSinugdanan kini sa panaghi-usa\u201d was one of the commitment of a BDC member of Barangay Pagatpat, as they concluded the Participatory Barangay Development Planning last Thursday.<\/p>\n

\u201cWhat just transpired has gone beyond our political dynamics and preferences. For the development of the barangay and for the good of the people, let us support our plan and our Punong Barangay. We need each other\u201d, added Romeo Pabillona, Barangay Treasurer.<\/p>\n

\u201cNot the usual planning\u201d said Barangay Kagawad Daayata, because this workshop requires us to really come together and discuss thoroughly the information and community issues. We\u2019re happy that this workshop happened\u201d.<\/p>\n

The 3-day participatory planning workshop was facilitated by Balay Mindanaw, in partnership with the Local Government of Cagayan de Oro, the City Planning and Development Office, City Interior and Local Government, City Social Welfare Development Office.<\/p>\n
